As of 3 February 1960, a total of 8 Redstone launches were planned, the first two of which were to be unmanned. The seventh flight appeared in program planning documents as late as 10 January 1961. The decision in February 1961 to insert a Mercury Redstone Booster Development flight between Mercury Redstone 2 and Mercury Redstone 3, coupled with the apparent earlier decision not to refurbish launch vehicle Redstone MR-1, left a fifth manned Mercury Redstone mission without a launch vehicle.
