In a letter dated 9 February 1961 regarding the SA-7 launch vehicle: "Possible Apollo reentry test at near parabolic velicity." The launch date of November 1964 is interpolated from multiple documents. NASA announced the redesign of the Saturn C-1 as a two-stage launch vehicle on 1 June 1961.
